Treasury Secretary Henry Paulson is making changes in the $700,000,000,000 rescure rescue plan for the financial industry.
The plan passed by cogress Congress last month is called the trouble * relief program Troubled Asset Relief Program(救济陷入困境的资产项目), or tarkTARP. Secretary Paulson proposed to buy * housing related risky housing-related investments from banks. But on Wednesday , he announced that the Treasury Department has moved away from the idea of buying trouble *troubled assets.
Instead, he says the best way to help financial companies is to provide new capital, such as buying stock. He said stock TARP and other measures have helped to come calm financial markets that * were in danger of collapse. Now, he wants to use money from the program to help restart the market for securities they stand based on consumer credit.
Secretary Paulson says this market has basicly basically come to a haulthalt. He says this is raising the cars cost and reducing the ability availability of car loans, student loans and credit carscards. Jobs are also affected. The government says any * unemployment reached 6. 5% in October . The -- the highest in 14 yearsas .
As the financial crisis deepens, more companies have turned to the government for help, including American auto makersautomakers(汽车制造业者). Their sells sales are * at the lowest levels in more than 20 years.
